Positioning and Features of the Port

Located in the Futian District of Shenzhen, the redeveloped Huanggang Port is positioned as the most important 24-hour passenger land boundary control point between Hong Kong and Shenzhen. To enhance passenger clearance experience and efficiency, the redeveloped Huanggang Port would implement the co-location arrangement and the novel “collaborative inspection and joint clearance” mode.

Background of the Redevelopment Project

Lok Ma Chau/Huanggang Control Point was developed and commissioned in the late 1980s. Given that the port was built decades ago, there is limited room for expansion based on its existing infrastructure. The port is unable to meet the growing demand for cross-boundary passenger traffic in the long run.


Since 2019, the HKSAR Government has been working with the Shenzhen Municipal Government on studies related to the redevelopment of the Huanggang Port. Following the studies and rounds of negotiation, the two governments have agreed that the Huanggang Port building situated in Shenzhen shall be redeveloped in-situ. The redeveloped Huanggang Port building would be a multi-storey building, and would implement the co-location arrangement and the novel “collaborative inspection and joint clearance” mode.

Comparison with the Lok Ma Chau Control Point

Leveraging the Huanggang Port redevelopment project, the two governments would enhance the processing capacity of the port. Clearance facilities would also be significantly enhanced.

Legislative Work for the Implementation of Co-location Arrangement

The HKSAR Government has completed the local legislation for implementing the co-location arrangement at the Huanggang Port. The Huanggang Port Hong Kong Port Area was established on 31 July 2026 and is subject to the jurisdiction of the HKSAR in accordance with the laws of the HKSAR.

Decision of the Standing Committee of the National People’s Congress (26 June 2026)
The 23rd Meeting of the Standing Committee of the 14th National People's Congress passed the “Decision of the Standing Committee of the National People's Congress on Authorizing the Hong Kong Special Administrative Region to Exercise Jurisdiction over the Hong Kong Port Area and Related Extended Areas at the Huanggang Port”.

State Council’s Official Reply (8 July 2026)
The State Council determined the commissioning date of the Huanggang Port Hong Kong Port Area (00:00 hours of 31 July 2026), as well as the specific coordinates and area of the relevant areas.

Gazettal of the Huanggang Port Hong Kong Port Area Bill (20 July 2026)
The Legislative Council passed the Huanggang Port Hong Kong Port Area Bill on 17 July 2026, providing the legal basis of the co-location arrangement at the redeveloped Huanggang Port. The Huanggang Port Hong Kong Port Area Ordinance was gazetted on 20 July 2026.

Gazettal of the Subsidiary Legislation Relating to the Operation of the Huanggang Port Hong Kong Port Area (24 July 2026)
Six pieces of subsidiary legislation relating to the operation of the Huanggang Port Hong Kong Port Area were gazetted on 24 July 2026, so as to tie in with the actual operational needs after the establishment of the Hong Kong Port Area.

Establishment of the Huanggang Port Hong Kong Port Area (31 July 2026)
The Huanggang Port Hong Kong Port Area is commissioned beginning at 00:00 hours of 31 July 2026, and is subject to the jurisdiction of the HKSAR in accordance with the laws of the HKSAR. The Huanggang Port Hong Kong Port Area Ordinance and six pieces of subsidiary legislation came into operation on the same day.
