How to Use Mobile Communications Services

Will the use of mobile communications services in the Huanggang Port Hong Kong Port Area incur roaming fees?
Mobile services at the Huanggang Port, including the Hong Kong Port Area, are provided solely by Mainland mobile network operators. When users have already roamed onto the Mainland networks, phone calls made or received and mobile data usage for Internet access at the Huanggang Port will be regarded as roaming calls and roaming data usage respectively, and will be charged at roaming rates.
What should I do if my mobile phone does not connect to any network at the Huanggang Port?
Members of the public who wish to use mobile services at the Huanggang Port should apply for roaming services from their Hong Kong mobile network operators in advance. If roaming service has already been activated but is not usable, please try the following steps on the mobile phone:
1. Check your roaming setting – ensure data roaming is turned on.
2. Manually select a network – go to network settings and manually choose the required network instead of automatic selection.
3. Restart your mobile phone – perform a fresh network search.

Members of the public who opt to use a roaming prepaid SIM card purchased in Hong Kong should activate the card under the coverage of Hong Kong mobile network in advance.

Emergency Calls via Mobile Communications Services

How do I call emergency services at the Huanggang Port Hong Kong Port Area?
If a member of the public’s mobile phone has already roamed onto a Mainland mobile network, please call 00852-3661-1733 to contact the Hong Kong Police Force’s Huanggang Port Reporting Centre. When using the roaming service, members of the public will NOT be able to contact Hong Kong’s 999 emergency call centre by dialling 00852-112 or 00852-999.

If the mobile phone is unable to connect to the subscribed network, users may try calling 110 to reach the Mainland police emergency service. Should the incident reported occur within the Hong Kong Port Area, the Mainland authorities will contact the Hong Kong authorities for follow-up.

(b) Collaborative Inspection and Joint Clearance

Immigration Clearance for Passengers

What are the differences between “document reading” clearance and “face scan” clearance? How do I register?
“Collaborative inspection” automated channels would operate with both document presentation (“document reading” clearance) and document-free (“face scan” clearance) clearance modes. The “document reading” clearance is similar to the use of existing Hong Kong e-Channels, while the “face scan” clearance is a new service introduced under the “collaborative inspection” automated channels.

When performing “document reading” clearance, eligible persons only need to place the relevant travel document on the document reader of the automated channel. After entering the automated channel, they should look at the camera and place their finger flat on the fingerprint scanner, allowing the system to collect facial features and fingerprint for identity verification and immigration clearance by the immigration authorities of both places.

When performing “face scan” clearance, eligible persons only need to look at the camera at the front gate, without presenting physical travel documents. After entering the channel, passengers should look at the camera for facial recognition and place their finger flat on the fingerprint scanner for fingerprint verification, so as to confirm their identity and complete the immigration procedures of both places.

Eligible persons may choose to enrol for the use of the “collaborative inspection” automated channels and/or “face scan” clearance services through the following methods:
  • Contactless e-Channel mobile application
  • “Collaborative inspection” automated channels (applicable upon departure from Hong Kong)
  • Self-service Kiosks
  • e-Channel enrolment offices
For details and eligible persons of the above enrolment methods, please refer to the latest announcements on the Hong Kong Immigration Department website.
What are the eligibility criteria for using the “collaborative inspection” automated channels?
In the initial phase of operation, the “collaborative inspection” automated channels would be applicable to Hong Kong residents aged 7 or above who hold a Hong Kong permanent identity card or Hong Kong identity card, as well as a Mainland Travel Permit for Hong Kong and Macao Residents or Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens), and who have registered for the Mainland e-channel. The “collaborative inspection” automated channels would also apply to Hong Kong residents holding a Hong Kong identity card and an Exit-Entry Permit for Travelling to and from Hong Kong and Macao. As for Mainland visitors, eligible persons will include visitors aged 7 or above holding an Exit-Entry Permit for Travelling to and from Hong Kong and Macao with a valid exit endorsement for travelling to Hong Kong.

“Face scan” clearance is applicable to those eligible to use “document reading” clearance and are aged 14 or above. Among them, Mainland residents holding an Exit-Entry Permit for Travelling to and from Hong Kong and Macao must have a valid multiple-entry exit endorsement.
What are the differences between “collaborative inspection” automated channels and the existing e-Channels?
Unlike conventional e-Channels, the “collaborative inspection” automated channels would be set up at the boundary line between Hong Kong and Shenzhen, adopting a new tri-gate design and operation mode. The immigration authorities of both places control the channel areas within their respective jurisdiction. With the consent of travellers, the outbound authority would collect passengers’ travel document data as well as facial features and fingerprints, and transmit the collected data to the inbound authority, so as to confirm their identity and complete the immigration procedures of both places.

Clearance for Vehicles/Drivers

What are the eligibility criteria for using the “joint one-stop” vehicle lane?
The self-service immigration clearance service of the “joint one-stop” vehicle lane applies to:
  • Hong Kong residents holding a Hong Kong permanent identity card or Hong Kong identity card, as well as a Mainland Travel Permit for Hong Kong and Macao Residents or Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens);
  • Hong Kong residents holding a Hong Kong identity card and an Exit-Entry Permit for Travelling to and from Hong Kong and Macao; or
  • Mainland visitors holding an Exit-Entry Permit for Travelling to and from Hong Kong and Macao with a valid exit endorsement for travelling to Hong Kong.
Besides, both the driver and the vehicle should fulfill the eligibility for cross-boundary travelling between the Guangdong and the Hong Kong ports (including the enrolment for using the Mainland e-Channel, etc.). For details, please contact the relevant authorities.

Quarantine Arrangements

How will my body temperature be checked when I enter Hong Kong via the Huanggang Port?
The Department of Health has installed thermal imaging systems in the arrival hall, which can conduct seamless body temperature checks for a large number of travellers at the same time. For drivers of cross-boundary vehicles, you can have your body temperature checked through the “integrated information collection device” when using the “joint one-stop” vehicle lane.

Personal Data and Privacy

Will my personal data be handed over to the Mainland? Are the databases shared among Hong Kong and Shenzhen?
For travellers using the “collaborative inspection” automated channels and the “integrated information collection device”, the outbound authority will first collect passengers’/drivers’ travel document data as well as facial features and fingerprints for exit inspection, and with the consent of the relevant passengers/drivers, transmit the collected data to the inbound authority for entry inspection simultaneously. The immigration authorities of Hong Kong and Shenzhen will only compare the collected data against their respective databases, with no exchange or sharing of databases or inspection results.

(c) Transportation
What are the public transport arrangements for the Huanggang Port Hong Kong Port Area? Will there be a public carpark?
Travellers may make use of franchised bus services, green minibus services, taxi services (including urban taxis, New Territories taxis, and fleet taxis), and cross-boundary vehicles (including long-haul and short-haul cross-boundary coach services, and cross-boundary hire car services) travelling to / from the Huanggang Port Hong Kong Port Area.
