List of Policy Initiatives by Security Bureau


Theme 1: Safeguarding Our Country and Home

 

  • Safeguarding National Security: To step up law enforcement and intelligence work; proactively and proficiently take forward the legislative exercise to implement Article 23 of the Basic Law; strengthen national security education and publicity

 

  • Enhancing the Protection of Cybersecurity of Critical Infrastructure: To launch a public consultation regarding the legislative proposals on introducing statutory cybersecurity obligations of operators of critical infrastructure in early 2023

 

  • Handling of Non-refoulement Claims : To maintain high efficiency in screening non-refoulement claims; expedite the processing of appeals; update the removal policy to expedite repatriation work; step up management of immigration detainees and expand detention capacity; strengthen enforcement actions

 

  • Strengthening Anti-drug Efforts: To complete the amendment of the Dangerous Drugs Ordinance in 2022 and expect to control Cannabidiol as a dangerous drug by law starting 1 February 2023

 

  • Enhancing Fire Safety of Old Buildings: To complete the public consultation on legislative amendment to the Fire Safety (Buildings) Ordinance for enhancing fire safety of old buildings by end-2022

 

  • Enhancing the Community Emergency Preparedness and Response: To formulate and implement community emergency preparedness strategies and provide related educational and publicity activities in the community (including “Three Basic Skills of Emergency Preparedness” and increase the number of automated external defibrillators); make use of technology to enhance the efficiency of rescue operations

 

 

Theme 2: Joining Hands on the Road to Rehabilitation

 

  • Rehabilitation Services for Persons in Custody (“PICs”) : To actively implement services in various areas such as education, psychological counselling and employment, particularly the Correctional Services Department will sign a memorandum of understanding with the Hong Kong Metropolitan University to provide more comprehensive support for PICs who wish to continue their studies;

 

 

Theme 3: Moving with Ease

 

  • Providing Immigration Facilitation for visitors to Hong Kong: To complete the review on the “Pilot Scheme on Immigration Facilitation for Visitors Participating in Short-term Activities in Designated Sectors”; review the visa requirements of people from different countries or territories for coming to Hong Kong

 

  • Improving Customs Clearance Efficiency: To continue introducing advanced equipments, such as auto-detection devices to be installed on existing X-ray checkers, with a view to facilitating the speedy clearance of passengers and goods at boundary control points (“BCPs”); participate more actively in the affairs of the World Customs Organization

 

  • Upgrading the Infrastructure of BCPs: To take forward the Huanggang redevelopment project; commission an engineering feasibility study for the proposed redevelopment of the Sha Tau Kok Port/Control Point; adopt co-location arrangement and collaborative inspection and joint clearance mode in planning the development of new BCPs

 

  • Enhancing Public Understanding of Consular Protection and Related Matters: To enhance public awareness of outbound travel safety and their understanding of consular protection and the work of the Assistance to Hong Kong Residents Unit of the Immigration Department

 

  • Gradual Opening Up of Sha Tau Kok Frontier Closed Area : To launch a local consultation in early 2023 with a view to allowing tourist activities in all parts of the Sha Tau Kok Frontier Closed Area (except Chung Ying Street) through progressive opening starting from early 2024

 

 

Theme 4: Bringing Convenience to the Public through Technology

 

  • Building a Smart Government : To make use of innovative technology in providing more convenient services to the public and enhancing the enforcement capabilities of the disciplined services

 

Theme 5: Supporting Youth Development

 

  • Strengthening the Promotional Work of Youth Groups of the Disciplined Services : To establish the Security Bureau Youth Uniformed Group Leaders Forum in 2022 to enable outstanding members of youth uniformed groups of disciplined and auxiliary services departments to tender advice to the Security Bureau on issues relating to the enhancement of young people’s sense of national identity and national security awareness, etc

 

  • Promoting Youth Development: To establish Security Bureau Volunteer Services Team in 2022 and help at least 100 children from new arrival families in the coming year to enhance their abilities and broaden their horizons, while encouraging them to join the Government after grown up
