After more than 18 weeks of violent protests a state of serious public danger exists in Hong Kong. Protest violence has been escalating and has included attacks on Police, arson, petrol bombs, wanton vandalism and damage to property, targeting MTR stations and staff, attacks against businesses, and targeting of bystanders or people with differing views. There has been major disruption to daily life. The violence has to end.
Under section 2(1) of the Emergency Regulations Ordinance, the Government has made the Prohibition on Face Covering Regulation to prohibit the use of facial covering in certain circumstances. The regulation came into force on October 5, 2019.
