Quality Assurance System for Recognition Scheme of
Security Training Courses (QASRS)

The QASRS aims to provide the public with information on the basic security training courses which meet the standards of and are recognized by the Security and Guarding Services Industry Authority (the Authority).  The Authority announced its endorsement of the QASRS of Security Training Courses developed by the Security Services Training Board (SSTB) of the Vocational Training Council (VTC) on 26 March 2004 as a scheme for quality assurance.

With effect from 1 April 2004, an applicant for Category A, B and/or C Security Personnel Permit (SPP) who has sat and passed a course-end examination, within 1 year before submitting his/her application, of a security training course that has met the requirements of a scheme for quality assurance that has been endorsed by the Authority and announced in a manner that it thinks fit is deemed to have met the criterion of "Proficiency in Security Work" for issuing an SPP.  
Any person who has successfully completed a valid recognized course, passed its relevant examination and is able to produce a valid certificate can be exempted from the basic training on being employed by a security company. This exemption will be valid for three years from the date of successful completion of the valid recognized course.

The SSTB last reviewed and revised the QASRS, and updated the "Administrative Guidelines on the Course Inspections, Warning and Appeal Systems of the Recognition Scheme" (Administrative Guidelines) and "Guide to Registering a Security Training Course under the Recognition Scheme" (Registration Guide) in mid-2006.  The revised QASRS, Administrative Guidelines and Registration Guide have taken effect from 1 July 2006.

The SSTB has recently further reviewed and revised the QASRS and the Administrative Guidelines.  The Authority announces on 15 May 2007 its endorsement of SSTB’s revised QASRS.  The revised QASRS will take effect from 1 June 2007 and has been uploaded on the website of VTC at http://www.vtc.edu.hk/cpdc. The updated Administrative Guidelines as well as the Registration Guide are available on the aforementioned website.

The list of QAS recognized courses will be updated from time to time by the VTC and uploaded on the website of VTC.  For information on these QAS recognized courses, please call the VTC at 2919 1575.
